Öz

Bu makalede enerji vatandaşlığı kavramı ve sürdürülebilir ve adil enerji sistemlerine geçişteki önemi tartışılmaktadır. Enerji vatandaşlığı, geleneksel pasif enerji tüketicisi rolünün ötesine geçerek bireylerin ve toplulukların enerji ile ilgili uygulamalara ve karar alma süreçlerine aktif katılımını ifade etmektedir. Makale, vatandaşların enerji sisteminde proaktif paydaşlar hâline gelmeleri için güçlendirilmeleri gerektiğinin altını çizmekte ve enerji vatandaşlığının enerji uygulamaları ve politikalarında katılım, sorumluluk ve eşitliği teşvik etmedeki rolünü vurgulamaktadır. Ayrıca, Türkiye bağlamında enerji vatandaşlığı konusundaki literatür eksikliğini ve bu özel bağlamda enerji vatandaşlığını anlamanın önemini tartışmaktadır. Makale, bu boşluğu doldurmayı ve Türkiye’de enerji konularında çalışanlar için enerji vatandaşlığına kapsamlı bir giriş sağlamayı amaçlamaktadır. Makale, vatandaşların enerji karar alma süreçlerine katılımının, enerji kaynaklarına erişimin ve bu kaynaklar üzerindeki kontrolün ve enerji vatandaşlarının sorumluluk ve görevlerinin önemini vurgulamaktadır. Makale ayrıca, topluluk enerji projeleri ve vatandaşların öncülük ettiği yenilenebilir enerji girişimleri gibi enerji vatandaşlığını teşvik eden iyi uygulama ve girişim örneklerini de sunmaktadır. Bilgiye sınırlı erişim, finansal kısıtlamalar, düzenleyici engeller ve kültürel normlar da dahil olmak üzere enerji vatandaşlığı ve katılımının önündeki engeller tartışılmaktadır. Genel olarak, makale enerji vatandaşlığının kapsamlı bir tanımını sunmakta ve temel özelliklerini, sürdürülebilir enerji geçişlerindeki rolünü ve enerji yönetişimine yönelik kapsayıcı ve katılımcı yaklaşımlara duyulan ihtiyacı vurgulamaktadır.
