Abstract
Enerji yoksulluğu, son otuz yılda kavramsal bir yolculuk geçirmektedir. Önce gelişmiş ülkelerde “yakıt yoksulluğu” başlığı altında sosyal politika gündemine giren mesele, müteakip dönemde gelişmekte olan ülkelerde “modern enerji hizmetlerine erişimsizlik” başlığıyla kalkınma gündemine yerleşmiştir. Halff, Sovacool ve Rozhon’un editörlüğünde 2014’te Oxford University Press tarafından yayımlanan Energy Poverty: Global Challenges and Local Solutions, bu iki gündemi tek bir çerçevede buluşturmayı deneyen bir derleme olarak karşımıza çıkmaktadır. Yirmi bir bölüm ve “Enerji Yoksulluğunun Resmi”, “Çıkarılan Dersler”, “Sorunlar ve Politika Seçenekleri” şeklindeki üç katmanlı yapısıyla kitap, alanın hem ampirik hem politika tartışmalarını eş zamanlı yürüten bir mahiyet arz eder.
